As city-to-suburb population shifts reported in the 2000 census are plugged into county sales tax distribution formulas, experts say a tug-of-war in Albany County might play out around upstate New York.
``It's something that's going to evolve,'' said Ken Crannell, director of intergovernmental services with the New York State Association of Counties. ``The situation in Albany County could repeat itself in other places.''
